【摘要】:1.1Systemboundary1.1.1ThisconsumersafetyPAScoversfuelcellpowersystems,powerunitsandfuelcartridgesthatarewearableoreasilycarriedbyhand,providingd.c.outputsthatdonotexceed60Vd.c.andpoweroutputsthatdonotexceed240VA.Assuch,theexternallyaccessiblecircuitryisconsideredascircuitsthatare“SELV”asdefinedinIEC60950-1,andaslimitedpowercircuitsiffurthercompliancewithIEC60950-1,2.5isdemonstrated.Systemsthathaveinternalsystemsexceeding60Vd.c.or240VAshouldbeappropriatelyevaluatedinaccordancewiththeseparatecriteriaofIEC60950-1.1.1.2ThisconsumersafetyPAScoversallfuelcellpowersystems,unitsandcartridges.ThisPASestablishesrequirementsforallfuelcellpowersystems,unitsandcartridgestoensureareasonabledegreeofsafetyfornormaluse,reasonablyforeseeablemisuse,andconsumertransportationofsuchitems.ThecartridgescoveredbythisPASarenotintendedtoberefilledbytheconsumer.CartridgesrefilledbythemanufacturerorbytrainedtechniciansshouldmeetalltherequirementsofthisPASasunusedcartridges.1.1.3ThisPASalsocoverscompatibleandseparatelytransportedfuelstoragefuelcartridgesforsupplyingfueltothefuelcellpowerunit.1.1.4Fuelcellpowersystemsthatprovideoutputlevelsthatexceedelectricallimitsspecifiedin1.1.1arecoveredbyIEC62282-5.1.1.5Theseproductsarenotintendedforuseinhazardousareas.1.1.6Fuelsandtechnologiescovered1.1.6.1ThisPASincludesmethanolormethanolandwatersolutionsasfuels.1.1.6.2ThisPASincludesequipmentdesignsthatincludeprotonexchangemembrane(PEM)fuelcellstacksanddirectmethanolfuelcellstacks(DMFC).1.1.6.3ThisPASincludesrequirementsforotherfuelsandtheassociatedsystemsintheannexes,formattedasdeviationsoradditionalrequirementstothemainbodyofthisPAS.1.1.6.4Itisunderstoodthatallfuelcartridges,powerunitsandfuelcellsystemsshouldcomplywithapplicablecountryandlocalrequirementsincludingtransportation,childresistance,andstorage,whererequired.1.2EquivalentLevelofSafetyTherequirementsofthisPASarenotintendedtoconstraininnovation.Themanufacturermayconsiderfuels,materials,designsorconstructionsnotspecificallydealtwithinthisPAS.ThesealternativesshouldbeevaluatedastotheirabilitytoyieldlevelsofsafetyequivalenttothoseprescribedbythisPAS.
